Sewer networks are either owned by private companies or by public authorities. This fact inevitably results in developments and constraints which often are prejudicial to the funtional capability of the networks. Inspections and certifications of leak-tightness often are subject to different legal regulations and time targets.
Thus pipe rehabilitaion projects are often characterized by a lack of coordination and uniformity which jeopardizes the desired success, i.e. the leak-tightness of the complete sewer system. But an effective protection of soil and ground water can only be achieved by coordinating private and public pipe rehabilitation measures.
